Efficiency in Public Higher Education Institutions (IES) in the State of Veracruz

The thesis in this paper is that the public universities of the state of Veracruz have a low probability of being considered efficient organizations because they lack a democratic governance regime. Public universities are understood as organized anarchies where power struggles predominate, changes in position, personal and group interests are put before those of the organization. The results of this work lead us to understand the public universities of the state of Veracruz as organizations with ambiguity in their objectives, weak coupling and chaotic decision making. One result to highlight is that less than 50% of these organizations present a results report to the public. It is concluded that public universities in the state of Veracruz are not efficient organizations because they do not have a democratic governance regime, but they have the option of implementing a sustainable administration as a means to be efficient because it implies a global and sustainable management.
