An essential tool for the training of the apprentice citizen is education, based on the educational policy currently established by Article 3 of the Constitution, the General Education Law, the 2007-2012 National Development Plan, the 2007-2012 Education Sector Program and the Alliance for Quality of education. It raises the country's demand for the Comprehensive Reform of Basic Education [RIEB], implemented in the 2009-2010 school year through actions to raise the quality of preschool, primary, and secondary education.
