Citizen Participation in the Process of Elaboration of the Budget for Expenses of the Federation

When a government exerts its natural functions of public administrator should perform the planning of all activities to achieve its goals of social welfare, care for the needs of the people who manage, for which required human, material, technological financial. With respect to its financial activity, it is up to establish the manner in which resources will cleave and how to apply, for this determines programs that help in achieving those objectives. But how do you know what the needs of the population? To answer this question, it is essential that the inhabitants of a country, in this case Mexico, to express their requirements and this is done through citizen participation, this is the focus of this analysis, so it is essential that consider from the theoretical point of view, and of course, the legislation establishing it as a citizen’s right.
