Security in Mexico has become a priority issue, theoretical policy underpinned by military visions have been tried, however, they have not succeeded, the international trend is to strengthen safety under the scheme of human security, strengthening, inclusive form, social and economic aspects that provide a greater perception of security to the population. The Constitution permits it, missing the secondary regulatory adequacy, so that it will be implemented by provision of the law as a national public policy.
