Public Security and State of Exception: Redefinition of the Legal Nature of the Armed Forces in the 21st Century?

Since ancient times, Mexico has had a close relationship with the military union, since the ideal of freedom and national independence symbolized a supreme aspiration of both civilians and guerrillas that in the fusion and evolution of their nature led to military elements themselves. Evidence of the above is precisely the figure of the first President of the Republic, Guadalupe Victoria, a soldier who was the first in a long list of federal leaders of the martial union. The issue of the Armed Forces comprises an interesting complexity, not only because of the level and prestige of its nature, but because in itself, such an area has recently been classified by various scholars as controversial and crucial in the development of Mexico ( Bermúdez, 1998).
