This piece of paper exposes the theory of chaos and the great machinery as forms of construction of a new legal theory; the choice of the right consists in finding the exception to the rule, and sometimes it becomes a rule, which turns a critical situation, because institutions of State start to decline; those changes turn out the government. The existence of chaos is sometimes a formula to allow the State to create security public systems, and those infringe human rights, in that order of ideas we could see this strategy allows to fight fire against fire, fear against terror.
