In this research work is addressed the issue related to the legislative powers that are legally granted to the municipalities that make up the Mexican Republic, taking as examples the states of Quintana Roo and Veracruz for being federal entities that legislate related to the collection of its municipalities. The municipality as the guarantor entity closest to the citizens presents complex problems and situations which, in its minority, it manages to resolve due to the limitation in which they find themselves because they can not legislate in terms of collection, which is why, in the investigation We are proposing a constitutional reform that allows the municipality to lay the foundations for its action regarding the collection and maintenance of this entity.
