Proposal of an Index of Social Vulnerability to Floods for the Municipalities of the State Of Tabasco, Mexico (2010-2020)

Annually, Tabasco registers the highest amount of average precipitation at the national level, 2,385 mm in 2021 (SEMARNAT, 2022), 80% of its relief is coastal plain and 1/3 of all the surface water in Mexico drains through it; severe floods have occurred every 5.4 years (Cubas, 2020) affecting human settlements. A documentary study was carried out to determine a municipal social vulnerability index (IVS), through the construction of a multicriteria index based on the Intergovernmental Panel on Climate Change (IPCC) methodology, data from INEGI were analyzed and measurable indicators were proposed for disability, access to health services, educational lap, economy and housing; Through a standardization and weighted sum of the variables, it was possible to establish an IVS for 2010 and 2020. The results indicate that the value of the index in 2020 was reduced by 20% compared to 2010; but it increased to 75% the percentage of municipalities with high or very high vulnerability.
