Citizen Participation and the Challenge of Linking the National Electoral Institute (INE) and the Local Electoral Public Body (OPLE) in the State of Veracruz

The research work analyzes the circumstances derived from the connection of the National Electoral Institute (INE) and the Public Local Electoral Body of Veracruz (OPLE), as a result of the electoral reform of 2014, and the problems that arise for the local body, since for the organization of elections it is required to adapt to the quality standards established for the federal body, but charged to the state treasury, without considering the abysmal differences that exist between the INE and the OPLE in terms of budget, organizational structure and operational structure.
