With the reform of June 2011 on the Constitution of the United Mexican States, the human rights concept is introduced and its guarantees and provisions are incorporated as standard maximum rank in the Mexican law on the rights of international origin also impose a new requirement on the political actors at all levels to truly transform democracy and constitutionalism. These constitutional changes should be skewered and guaranteed by all public and private power. Besides having an international dimension that has an impact on the conduct of foreign policy of Mexico. It also states that the rules on human rights shall be interpreted in accordance with the constitution and the treaties themselves, this gives a new dimension to the issue of Mexican to international human rights bodies.
