The The transition from paper to digital delivery - receipt from paper to digital: its implementation in institutional records systems in Puebla

The objective of this article is to analyze the provisions of two laws, one from Puebla and the other national, regarding delivery-reception procedures, with emphasis on the files produced by a management. For this purpose, the documentary technique and the comparative method are used to find the similarities, and the differences or omissions in both legal texts, namely: the law that establishes the procedures for handover-reception in the public authorities, municipalities, constitutionally autonomous and public parastatal bodies of the public administration of the state of Puebla and the General Law of Archives. The hypothesis that public agencies do not recognize the importance of archives, and are even unaware that they are considered movable property, is tested. Finally, the relevance of SAGA, an automated system disseminated by the General Archive of the Nation, is analyzed in order to give way to the digitization processes of documents.
