Although there were always indications of criminal presence in specific areas of the country, focused mainly on illegal trade and theft, as well as the production, transport and trafficking of narcotics. The logic of the criminal organizations in charge of drug trafficking was modified and led to their strengthening. Thus, the volumes of their profits increased and with it their ability to corrupt authorities and ensure transit through certain areas of the country. This new criminal dynamic found police corporations that were poorly structured, trained, and professionalized, which led to the strengthening and penetration of criminal organizations in some regions of the country.
